5.3l swap fuel pump relay wiring

5.3l swap fuel pump relay wiring
So i took my harness out to rewire it and now my fuel pump relay trigger from the pcm, red#9, is putting out 12 volts but wont trip the relay. Is this line burnt out from the PCM? It has worked fine in the past. Would it be bad to run the relay coil to 12v switched and just run a switch to ground to control the fuel pump?
Is the fuel pump relay trigger supposed to even be 12v?
