How would you go about getting the VHO package? Is it on the Chevrolet website?

I went to a local chevy website and they had a build your own link and was able to pick the B4V option on this link:

You might try this and see if it works for you.

Cost reduction or not, the 05 brakes are much improved over the disc\disc system of yore.
Actually disc brakes are a cost reduction move. There are more moving parts to the drum system and assembly required in the production process. A rotor and caliper Vs. a Drum, 2 shoes, wheel cylinder, 2 springs, retaining clips & springs, e-brake linkage and adjuster. Not including the labor required to assemble it all and adjust them in compared to the disc system. Then there is the better master cylinder and booster.
The proof is in the pudding. I have had a 1987, 1992, 1996, 1997, 2002, 2003 and now the 2005, and I say the brakes on all of them were barley adequate at best. Just enough to get by.
Drum brake technology has not ceased to advance in recent years, or say when disc brakes came out. It has continued to advance.
