I ran a 13.9 with the following mods>

ASP under drive pullys
K&N fipk
E-fans
maga-core wires
magaflow muffler with a turn down
TCI sf 3000
trans-go shift kit
HP tuners
3.73 w/ a arburn locker
And M/T 255-50/r16 ET street radials for the track..

Is your truck an RCSB or EC? IMO, you'll need to start with things like headers, exhaust cold air intake a higher stall converter and some tuning. That's what I would consider the foundational work before doing internal mods like heads and cam.
