What are you using to tune with? Have you modified the tire size or gear ratio?

I am using hp tuners.

The tire and gears size was changed two years ago and I have been using those calculations since then. I did redo the calculations and tried "googles" spreadsheet from HPTuners website but it did not make any difference. It still never made the shift in 3 and flashed about 500 rpms in D.

are you blown 04 on hpt? I think I tried to help you with this already.

No I'm not Blown04 but I was using his computer. So yea, that was me.
