You and your helper lift the driver's side of the bed up, reach down and prop the jack stand between the frame & bed.
Crawl in there and replace your fuel pump.

Disconnect the filler neck from the bedside. Unplug the wiring harness. Remove the driver side bolts to the frame. Loosen but don't remove the passengers side bed bolts at the frame. Grab a jackstand & lay it accross the top of the left rear tire.
You and your helper lift the driver's side of the bed up, reach down and prop the jack stand between the frame & bed.
Crawl in there and replace your fuel pump.

Looks like a c-notch to me. It is a brace/support used for lowering a truck. You cut a upside down U notch in the frame for axle clearance and use that brace to prevent frame cracking.
