Default What peak boost number

How high of a boost number should i be seeing when on a tvs 1900? When i get on the gas it shoots to 13 then back down to 2 to 3 at 25 to 30 mph.

How much do you know about Forced Induction?

How much boost you make not only depends on your mods but also the size of they pulley.

a stock 6L with stock TVS R1900 will make peak ~6lbs. As you let off the throttle you will go "out of boost" completely.

do you have an electric boost gauge? I've got full exhaust with no cats, but the supplied 3.4" pulley gave me 4.5lbs, a 3.1" gave me 6lbs and the 3.0" has me at 7lbs and it never surges like you described.

Definitely something going on since your boost should not be surging like that. I'd check the boost gauge/vacuum lines.

Do you have a tuning program? If you could post a scan of what you are talking about, that would be very helpful.

My TVS1900 has the 3.0" pulley and consistently boosts 7psi at WOT. If you have the standard kit pulley then I don't think you should ever be seeing anything over 6psi.
