you should have a hose from the cold side before the throttle body going to the bottom side of the wg and a hose going from the cold side before the throttle body to a boost controller then to the top of the wg. By adjusting the boost controller you are varying the pressure on top of the diaphram of the wg and increasing or decreasing the boost pressure.

Then you leave the top port open, as in nothing going to it but NOT plugged either. It needs to be able to "breath"

So just leave it alone so it can breath.

What about the lower banjo?

You can leave both vented I believe and it will work off just the spring. And as far as the bov, run a vacuum line from after the throttle body to it

You only do that if you want to run about double the boost of what the spring is rated at ie 7psi spring will make 14psi of boost. The bottom port should be boost referenced. The blow off valve should be vac/boost referenced to the intake manifold after the throttle body.
