Turbo question

My friend just hooked a boost gauge and boost controler up on his 99 Saab. Factory it was at 15 lbs of boost when we turned up the controller we could only get it to run 18 lbs. What keeps it from climbing higher? Is it all in the computer or are the springs in the wastegate and/or diverter valve to weak?
I Know it's not a truck but hopefully someones knows a lot about the turbo functions. Thanks in advance

It could be alot of different things.
Spring, turbo size........... the list goes on.
We need more specs.

We figured out why it couldn't make anymore boost. The next morning on the way to fork he blew the turbo. I(t snapped the turbine and put about 3 quarts of oil into the intercooler and exhaust. We put the new turbo on last night, now it has no problem hitting 25 pounds of boost. The 3 quarts of oil are slowly burning out of the exhaust but at least there's no mosquitos in the neighborhood.
