Low Boost-what do I troubleshoot?

A few months ago I floored it..."POP" was the noise under the hood. Nothing like a "BOOM", just "POP". From that day I went from a WOT 7.8#'s of boost to now a 4#max then settle to 3.5#'s. (I have a 3.0 Pulley) I didn't troubleshoot then, waaaaaay to caught in other stuff, but now it's on my list. Some things to help...
1) electronic boost gauge. reads normal vacuum, except sometimes...sometimes on the highway at high speeds and no throttle it will go past -30. Which is --- on the gauge. hmmmmm... I have not tried a mechanical gauge yet, but FWW I used to run out of injectors at WOT. I don't anymore, and it just doesn't seem that fast anymore (SOMP gauge).
2) there is some belt dust gathering up. I could use a 110.5 belt, I only have a 111.5 now.
3) I have not inspected the crank pulley/bolt besides with my hand, and it is at least not loose with my hand. But if that was the prob, would it be that consistent? Shouldn't it be fine sometimes, not others, mixed boost levels?
4) I can't find any vacuum leaks. Just physical inspection and short garden hose to the ear test.
5) Bypass seems fine. I really don't how to test that. Moves with my hand.
6) Manifold bolts at 90 in-lbs.
Any other directions? I know I should still do a mechanical gauge. I am working on that, any other avenues or "oooh it could be this" suggestions.
Thanks!
Dewey
