What mods to boost TQ and pulling power?

I have a custom camshaft and under-drive pulleys ready for install to net me another 30-40 HP/TQ for towing. My goal is to not hurt the gas mileage. I'm towing a car trailer and gear for about 7,000 lbs.
With tuning and gentle driving I get 16-17 around town, but cannot reliably break 20mpg on the highway. No numbers while towing at this time.

My old CCSB was getting 20mpg when it was stock on long freeway trips...I miss those day!!

I made my first trip with a MP112HH supercharger. It was awesome. I went up over the top of hills where before I was in 2nd gear at 50 mph. Now with my radix I hit is at 70 and went over the top at 70 same hills. I passed everything except the gas station. I got 7 mpg for the trip. 16 hour round trip to bend OR pulling an 8,000 lb trailer and 2 quads in the truck.
