I would go with Black Bear since they dont lock there PCM's.

I've had dealings with both. To best answer your question, I'd recommend that you take a look at their interactions with other members on the board, and how they handle various issues that arise when things don't always work out the first time. Wheatley's screen name is "Wheatley", and Allen Nelson's screen name is "Farmtruc".

Do a search, and spend some time reading. Make your own decision.
