Try this at your own risk, that should get you shifting in the 5200 RPM range.
A couple things, you are pretty agressive with removing timing under boost. Why do you want to shift at such a low RPM? If you are using the cam in your sig, that thing is begging for RPM's.

I have the 100% throttle set to 25 so that it will command the shift at 5200rpm. And injectors are maxed at 5300-5400. Once I get it to shift I may move the shift up as long as I have injector. Somethings up with my fuel system. Just installed a new FPR and now it wont hold fuel pressure with the key on and is at 54psi with the engine on and vac line removed. This is the one I got

I agree, this is common in most DBW GM trucks, yet while I haven’t even taken a peek at Andy’s tune, something that is common to the factory tune on the C³’s and its DBW system is a commanded ETC Limit vs RPM vs % Max Available Torque setting of 83%. I don’t know why GM chose to do this on these early systems and changing the tune closer to 100% setting doesn’t seem to have ill effects, to the contrary actually. I would be careful though, as in some cases people have REP problems when going beyond 98% or so depending on the individual throttle body, if the TPS believes it’s gone past 100%.
