Default Truck acting funny

I have a buddy with a 2003 RCSB 5.3 2wd. He is running the GM Hot cam with a FLT lvl 5 and a 3400 converter. He's having a problem where he drives down the road and lets off the pedal and it holds rpm and speed like as if he had cruise control on. It stays right at about 1500 RPM and which is somewhere around 30 MPH. Then as he slows down, it still sounds like he is two-footing it and it revs around 1000 RPM. However then when he comes to a complete stop and hits the brake hard enough the RPMs jump up to like 1500 and then it idles normal. What could this be? Throttle body? vaccumm? Electronics? Please help.

Throttle position Sensor?

Have you cleaned the throttle body lately. There could be exces carbon caked up in it causing the throttle to stick open.

He actually just cleaned it he told me. Would it stick at the same position everytime you think?

The idle issue sounds like someone added too much to the Idle Desired Air Flow table

Truck has obviously been tuned for this cam and ran great the days before this. Truck seems to not have any power loss either. Nothing has changed except for him cleaning the throttle bottle. I believe he had the whole intake manifold off as well.

Him and I swapped throttle bodies last night. That did not solve the problem, actually it seemed to make it worse. He did have his intake off obviously along with coils and injectors and etc. Also, the PCM and god only knows what else. Any ideas guys?

cut the throttle cracker table in half. it will fix it.
