TCC smoking crack

I got my TC set to lock at 20 in OD. so when I come home late I dont wake everyone. Well hot, or cold, morning, afternoon or night it seems to work fine while easing through the neighborhood. When I get out the neighborhood, and on a regular street, it doesnt lock up till about 45 or so, and sometimes it doesnt want to lock, but most of the time it will. When I get on the interstate to get to work, or go anywhere, it doesnt want to lock up for a couple of miles. Sometimes it will lock up right after I get on, but if I have to slow down for traffic etc. it doesnt want to lock back up.
Last night just for ***** and giggles I threw the cruise control on and it locked up quickly after. What confused me though, is I coppied my normal tables to my cruise tables, so they should be the same. I had the same problem with my TB converter, but now I have a new tranny and new converter. It will lock, but seems to have a mind of its own. Sooooo whats the fix?

**** it was 75 at 6:00 this morning, but it locked up leaving the neighbor hood, on the street to the interstate, then on the interstate, it took a mile or so to lock up. What has me confused is in the hood it locks up about 23, on the other streets it wont lock up till about 47, but on the interstate it just doesnt want to lock up. Almost like the lock up speed is related to how fast I accelerate, but its set to lock at any throttle position at 20 in OD.

Watch the TCC command pid while scaning to make sure the PCM is comanding the tcc to lock If it not, it's in the tune. If it is and the TCC dosn't lock, it is the in the trans, wirring, etc.
What is your tcc min duty cycle table look like?

Also, I doubt its in the trans, or converter. My last tranny acted the same way with a TB converter, now I have a FLT and new Fuddle to go with it, and its still doing the same thing. What gets me about it being a wiring problem is it works fine all the time when in a neighborhood. And on th eother streets, i dont think it shifts into OD till about 45 or so, so that seems to be working too.
