no start, then fuelpump relay spaz, then start @ reduced power

Crazy electrical stuff going on here.....On cold mornings when I first hit the key nothing happens-it won't even crank or turn over. I found that if I then leave the key in the run position, the fuel pump relay will eventually completly spaz out (lots of clicking and buzzing) When the relay finaly stops (about 5 seconds) I can then start the truck but it runs in "reduced power" mode untill I clear the code "lost comm with throttle control module" then everything is back to normal.
The truck has been acting crazy ever since I did heads/cam/intake swap and I (an a few others) have been over it top to bottom checking for loose/bad/missing grounds. The guy who tuned it after the mods had hell being able to download/upload to the PCM and was only able to do so when unplugging one of the harnesses to the bcm....crazy right?
The truck was wrecked last year and the box where all of the relays are was replaced....but I checked it for loose wiring and nothing had to be spliced underneath where all the connections are.
I am truly lost....

I can almost garauntee you have a loose ground or short in a wire somewhere. Check the grounds on the back of the engine block and battery. also check your power connections to the battery.
