yup, found it. what it seems to be is Power Enrichment Rate. it's a number between 0-2, and the closer to zero it is, the slower the transition occurs.
'07 vette has it set at 1.0, escalade has it at 0.05, making it much slower to transition. the reason why it was on my mind because this morning i fixed a car that had a lean spike causing a KR that would pull timing for a whole run. so i sped up the PE Rate, car got the proper amount of fuel quicker as it needed it badly, the throttle response on this car is incredible (it's a very well designed NA LS2 setup). no more spike, no more knock, full spark and proper burn through the whole run without any other corrections. i guess if you want fuel efficiency (while driving a heavy truck with aerodynamics of a lunchbox) keep it toward 0.0, or toward 2.0 if you're making lots of torque quickly and need the fuel to catch up.

thats only part of it really Marcin...there is an actual delay timer in the code...0ing out the delays in the power enrichment form basically do the same thing as 0ing out that delay.
The enrichment rate just allows you to reach your maximum pe enrichment faster...setting it to 1.0 makes it pretty much instantaneous...many trucks have it set to .019 or something super low...but again thats only part of the story.
