youve gotta basically hack the chromebook to run linux, and then hp tuners can be installed.

i picked up a refurbished dell venue 10 with the matching keyboard for pretty cheap, been working just fine so far, decent battery life and can charge off a 12v car charger. runs hptuners and the other basic programs that i need it to so i'm happy. personally not a fan of using touchscreens but that seems to be nice on this thing as well..

My new laptop I actually specifically got a "U" i7 instead of the "HQ" version, which means its a 2 core vs a 4 core. Less horsepower but lets me honest how often do you really need that. Main reason is the 15w max vs the 40w max for the processors. So far the battery life seems to be about triple my older one with this one being lighter and having a 4k touchscreen. Speed about the same I guess.

Now you guys are all talking high end laptops...

Is it unreasonable to think that one of these cheap **** box 200$ computers will meet my tuning needs?

Some of the less expensive laptops are just as good if not better than some of the higher end stuff.... There no reason any laptop out there wont handle what you want to use it for... especially if it sole purpose is for tuning!!
