LED/turn signal issue

NNBS. I just cleared my headlights and figured it'd be a good time to switch out the bulbs to LED. I installed resistors as well on both the top and bottom (parking light/turn signal) LEDs to avoid fast blinking. (Wasn't sure if the top ones were necessary since I didn't think they were turn signals but the diagram I found used resistors on both). Well now on the passenger side the top and bottom lights blink and on the driver side only the bottom blinks. Any ideas on what I could have done differently to them? I've rechecked all the wiring and they appear to be wired the same. They all come on, just the top one on the passenger side doesn't brighten like the rest with the turn signal engaged.

Oh so it comes on it is just dim? Make sure its not bad itself, put 12v directly to it and see if its full brightness. Use a volt meter to measure the voltage there to make sure its getting full power.

No it comes on bright. It just doesn't brighten/flash when the turn signal comes on. It's the running light (upper light) so I don't even know if it's supposed to flash with the turn signal light (lower light), but the passenger side is so either the driver side is suppose to be flashing or the passenger side shouldn't be flashing

NNBS - do those trucks flash through a computer module like the BCM instead of a traditional flasher unit? If not, then I'd look for an LED-compatible flasher. I don't have a ton of NNBS experience (just a few work trucks) so I don't know; tried looking up the flasher unit online and couldn't find one.
Have you tried it without the resistors at all? At least that way you can be sure you have the LED's installed correctly and that they are working. They might flash fast, or might even flash normally without resistors needed - all our work trucks (2009-2010's) were 100% fine loaded with LED tails and no modifications needed, but they still had the regular incandescent front signals.
My hungover brain isn't following your explanation completely but it sounds a little bit like the way the resistors are wired up may be causing your issue.
