LC1 analog output voltage issue. Tried to program 2 volts but got 1.91 volts

I am having an issue with the analog output 2 on the LC-1. I have this hooked up to the DB gauge and the LED/Push Button.
First off, I followed all of the online installation instructions. the gauge read 7.4 when heating up, then went to 19.1 and stayed there. I was told to test the brown wire from the LC1 with a dmm. The dmm gave me a reading of 4.1 volts on the brown wire (analog output 2).
I followed the "Testing Analog Outputs" section of the thread attached below:

and after programming analog output 2's voltage to 2 volts, I tested the voltage to analog output 2 and got 1.91 volts. I am assuming when you program the output for 2 volts it should read exactly 2 volts or am I wrong? Would I just round up to 2 volts? The 1.91 volts I got is very close to the 2 volts BUT with how precise the LC1 must be I would not think this is ok. Just to see if this made any changes to the gauge, I ran through the calibration steps again I got 13.3. It only fluctuated .1 going from 13.3 to 13.2 so at least that is better than the 19.1 I had before that just stayed there after the 7.4 disappeared.
Ok, so for the analog output 2's reading of 1.91 volts when I programmed for 2 volts and the A/f ratio only fluctuating .1, what does it look like the problem is? Anybody ever have the same problems
