Well if that happened, there wouldn't be a problem. Ok so I guess we are moving on from the actuator.

I am now tending to agree with shakenfake. Unfortunately, I'm not sure of a way to test it, other than swap in a known good one.

does anybody have any ideas on swapping BCM's and making sure they're compatible?

Disable VATs and it should be okay but I am unsure

Try and find one from a similar truck. As mentioned you may have to disable the Vats in the PCM to test it.
I think they have a code on them like the PCM's with the hardware and software version. Its been too long for me to remember though...
