That is off of a 99-02 truck/SUV with *traction control*. Traction control being the key there.
The electronic box with a cable attatched you are referring to is the cruise control box.
TO answer you're questions about the PCM, in 03, they changed up a little bit, so no, they are not the same. The 03-up PCM is the preferred one, but the 02 is the better of the 99-02 years.

Do the 03's not have traction control? Will they work with an 02 ECU? Do you know if it can be turned off with HPTuners? I'm using a 700r4.
