'97 2500 has intermittent crank/no start. Help???

Hey everybody. Just bought my first truck from a friend, and it's having an intermittent crank/no start issue. First problem was the battery cables were all destroyed, and fixing them (I thought) fixed the no start issue, because it's started fine every time I've gone to start it up.
Today I get the truck home, and a few hours later I go to jokey cars around in the driveway, and I go to start the trunk - nothing. Cranks, spins over fine, won't fire. No CEL (even KOEO), and only maybe 10 psi of fuel pressure, verified at the rail with a gauge. I haven't yet clamped down on the return line to see if it's a regulator issue, but I'm pretty sure it's electrical, due to the lack of CEL, and the fact that my bluetooth ELM adapter won't connect to the ECU.
Does anybody have any insight to offer as to where to start? I'm going to first pull the dash and verify if there is even a CEL installed in the instrument cluster first. If there is, and it's not working, I'll fine the CEL pin on the ECU connector and probe it to see if I get a CEL at KOEO - if the ECU isn't lighting up the CEL at KOEO, I'm going to guess it's an ECU issue? Are they problematic on these trucks? I know the '96-'97 gets no love in the tuning world at least.

Also, I just backprobed the ECU connector that has the MIL and Fuel Pump Trigger wires in it - C4 Black. Pin 1, and Pin 5. I'm getting no output from either pin. So, I'm now wondering - is the ECU even getting power, and if so, why the F is the ECU not doing anything?
Sort of. I have 12V+ on B+, but no power on the ignition+ wire. Next stop will be checking the ignition switch itself. I'll keep everybody posted I suppose.

Well, it's confirmed - definitely ignition switch. Anybody have a recommendation as to where to get one, or any particular brands to avoid? Is a used one a horrible idea from a wrecked or partout truck?
