4L60e won't lock or unlock on own

4L60e won't lock or unlock on own
freshly built 4l60 circle d 3200, sonnax performance pack valve body mods, raybestos clutches, sunshell, planetarys etc etc
We have deleted PWM with the sonnax kit so it is now an on/off converter (I hope we did that right)
The torque converter will NOT lock up ON IT'S OWN. When I command 'TCC SOLENOID ON' in hptuners, it WILL lockup.
In hptuners vcm scanner, I notice there are 3 channels for "TCC applied". I scanned all 3. When I reach my tunes lockup speed I notice one of the channels shows "TCC applied: Yes", but I do not physically feel it locking. Then, when I command the tcc solenoid on, one of the other "TCC applied" channels then also turns to 'yes' and I feel the converter succesfully lock and rpms drop. I am scanning all 'TCC off' channels none are active when they shouldnt be. Misfires tuned out.
ALSO, the converter will remain locked with "TCC solenoid ON" deselected in VCM scanner, will remain locked until I click the TCC solenoid OFF button. it will show tcc min tps off YES and tcc brake switch off YES and tcc applied no, but the other tcc applied channel will still say yes until I click SOLENOID OFF
I attached my tune and logs
What is the difference in the TCC applied channels? why isn't my converter locking/unlocking on it's own? what is preventing solenoid from activating on it's own?
