some basic stuff would be:

turning off the "abuse mode"

reduce torque management by about 50%

lower full throttle from 94% to 90% that way the full throttle tables kick in faster

not sure what redline is on 4.3L but bump shift points to about 400rpm below max rpm for the motor (example: max rpm is 6500rpm for ls1, so we usually set them to about 6000-6100rpm)

and maybe just some basic fuel table tuning

we did this on several cars and the results were awesome

You aren't going to get much help in the Dodge/Jeep section...

I've seen the stock timing tables on those 4.3's and they suck. Once you get the other stuff outta the way you may look into adding some timing. I'm not sure how I would start off editing the main spark advance tables, but 10% increase might do good as a start. Just make sure you log a LOT and look for any knock retard. If you see knock just figure out what cell it's from and change that cell in the main spark advance table.

let me know how it works out for u cause i just bought the wife an 02 with the 4.3 and damn it is a slug. im going to start tuning it this week and ill let u know what i changed to wake it up. i have tuned an 06 4.3 and there really wasnt any TM to take out. but he has 323 gears so it was kinda like beating a dead horse.

you prolly arent going to have many people chime in cause you posted this in the dodge section. request it to be moved to the chevy tuning.
