Open the PC up and disconnect any unnecessary hardware. You only need the mobo, cpu, graphics display, and PSU to boot up. Disconnect any optical drives, the hard disk, or floppy drives. If I'm correct in that you're stuck at the Dell splash screen then it should allow you get to the POST (Power On Self Test) screen where then it would throw errors about not having a hard-disk. Use process of elimination to determine if it's a piece of hardware causing the error.
If you can get into the system, run a disk defrag. If you have boot logging enabled, you can locate the bootlog text file and see if windows reported any errors or system failures on boot up.

if you have one of those all-in-one HP printers . . . then you also might have the HP update center installed.
It's in the sys tray (system tray) in the lower right hand corner. It looks for program/driver/firmware updates every time that your PC is powered on. Right click on it and "exit" If the program cant get it's updates, it slows down an other wise fast PC.
Hitting F12 or F2, and the beeping noise is normal. Anything after the first stroke, or pressing of the button will beep. If you're trying to get into "safe mode" on startup, then hit F8, and just keep hitting it after the Dell "splash screen."
Watch the HD light (hard drive). If it's still blinking after the Windows progress bar disappears, then it means that your screen resolution is set too high. If that's the case, boot into safe mode, change it to 800x600, and restart.
