There could be a good possibility he may end up with it. More than likely it was illegal activity that put bags of money in that area, and the so called owners aren't going to arrive at the police station because they know they will never get it back, and may be facing charges. In most states when property is found it has to sit for a given time. If it is not claimed, it will often times go back to the person who found it. It would be a perfect ending to see an honest man come out on top and get the money back.
