he wrote you wrong ticket. it should be improper use of horn/ emergency device.
also if he didnt see it or directly relate it to your truck then it didnt happen. he cant just hear it around the corner then pull up on you and have such a massive ******* air horn that zip ties are holding it up and write you a ticket.

The one time I fought a ticket "exibition of speed".I had to the cop had me pegged.My license was gonna get suspended cause,it would have been my second one.I would have lost my spot as apprentice plus my job.I had rubber up the side of both wheel wells.Cop took a picture of my give or take 50' burnout.He turned left on to the street approaching me head on after the incident from a good 1/4 mi. away.I left the stop sign blazing the tires I mean the intersection was fogged in smoke.The diffrence between me gettin shafted or not was one ?We both gave strong opening statements me sayin that there was another car showin off that took a side street before the cop had turned.Him stating that"I appeared out of a John force burnout"comin towards him.So the judge ask me if I had any thing to ask the officer I said"I sure do turned to the officer and asked him.Did you actually see my tires spinning?Knowing damn well it would have been impossible from the full statement he gave.Cop said"No I did not".To that the judge replied "Well I think we are done here judgement in favor of the defendant due to lack of evidence".The cop was soooooo pissed he was jawing me bout it and tried to give a picture of my burnout marks outside the court.He asked me If I wanted my picture?I said I dont know anything bout that.

I called the municipal court friday morning and appearently you cant get an "improper equipment" ticket dismissed if you fix the problem within 72 hours...since this offense is ticketed as basically the same thing as a broken taillight how is it not dismissible if I just "fix" the issue?

You should be good to jus fix it.Thats how it works round here.So he jus wrote you a ticket for jus haven the horn installed not actually using it.
For the record my DMV is and has been clean for a while since Im now much smarter about where I drive like an idiot.

Correct, the ticket says improper equipment: horn
and the section cited was 32-5-231 which just says you have to have a horn on your car that you can hear from 200ft away, of which I think I definitely qualify.
The clerk I spoke to didnt seem to know anything, so how would I go about getting this handled as a fix it thing?

Dunno since the one they found is the truck horn, of which all 18 wheelers have and the only laws governing truck horns is federal law saying it cant be more than 90db or something.

Horns and warning devices.
(a) Every motor vehicle when operated upon a highway shall be equipped with a horn in good working order capable of emitting a sound audible under normal conditions for a distance of not less than 200 feet.
It shall be unlawful for any vehicle to be equipped with or for any person to use upon a vehicle any siren or for any person at any time to use a horn otherwise than as a reasonable warning or to make any unnecessary or unreasonably loud or harsh sound by means of a horn or other warning device.
(b) Every police and fire department and fire patrol vehicle and every ambulance used for emergency calls shall be equipped with a siren, bell, ululating multi-toned horns or other electronic siren type device approved by the Director of Public Safety.
(c) Any person violating any of the provisions of this section shall be guilty of a misdemeanor
