Good to hear you got it all done for $6.
Used to go to a Firestone in College Station on Texas, every time I went in, they found something to replace and tried to sell me 3 or 4 more services. I replaced my idler and pitman arms with Moog ones a week before I took it in for alignment there... they told me my pitman and idler arms were bad and needed replacement. I asked them to take my truck off the lift and I would have my alignment done elsewhere.

Exactly what he said above and what I have been trying to explain to you. The boots do not hold fluid in, that's what the seals are for. It sounds like you need to replace the rack. I'd recommend changing the rack out and the joints that are worn with quality Moog products. I'm sure that's why they said they were bad again, as the joints used last time were cheap overseas pieces. I'm here to help you out, but also to explain the shop wasn't completly at fault. They shouldn't have poked a hole in the boot with out your permission though. They weren't going to remove the clamps because they are special clamps and you can tell a leaky rack without removing or poking a hole in the boot.
I know not all shocks have boots, but I used that to help explain to you that the boot is nothing more than a shield to protect the joints, seals and shaft. I've dealt with 100's of racks and changed personally 3 on the truck below. Sometimes we don't even run the boots. The Silverado racks are weak and leak it's just a fact. I'd get the facts straight before threatening a shop with legal action next time.
