it says it provides the software to limit it to 70
that used to be an option when i used to build the NBS trucks
it's probably something you take to the dealer and they flip a switch or plug it in and turn it on, it's there, and in the truck, but not active unless set to be. 70mph limit would actually be dangerous.

I think larsy87 is correct. It's probably software or something you plug into the OBD II plug to limit the top speed to 70 MPH....completely optional. Giving the truck to your teenage kid on date night or fleet vehicles would be ideal for something like this. Actually a good idea if you think about it.
