Flipped one side of the extension to the ballast and the lights came on. The 8000K looks nice and blue. Thanks for the help. Apparently the bulbs may come funny dark colors until after start up I will have to check their color tommorow. Appreciate all, I was worried about dealing with the ebay dude or whatever.

There ya go. The bulbs will actually "burn in" after some time of use. So they will change shades over say the next few weeks to a month.
