I think you can just buy a kit on ebay that you can plug into your harness and replace you turn signal and your cruise control should work. Its a GM part or at least looks exactly like it.

i thought cruise control was standard on all 99-up trucks

I have a no power option truck. No pwdl,pw, keyless, or cruise.

yea my 99 is just like yours (chevy)but it has tilt and cruise and autotrans

He's got an SL. Mine is pretty much the same but came with a chrome grille, wheels, bumper, etc.....and no cruise. I've seen a few kits around for aftermarket cruise control systems but don't know anything about them as to whether they're any good or not. Seems like you could swap one in from a truck that had it factory; you'd just need the sensors in the engine bay.
