Default which first:headers/exhaust or locker?

which should i get first: headers w/ dual straight pipes all the way back (no cat or mufflers) or a detroit locker?

considering everything else is stock, do the performance then worry about traction. no fun having traction when you don't have the power.

thanks guys. thats what I was thinking, but at the same time I thought "the locker is cheaper, and I dont want to have a hellafied loud truck w/ one wheel peel. I think I'm gonna do the exhaust first though. any recommendations on headers? I was thinkin pacesetter. even though a whole bunch of ppl have them it'll still sound diff. since its a 92 w/the 350
