Default Not a bumper, but...

I painted over the chrome on my wheels. It was kind of a PITA b/c the chrome had started to pit and I had to sand/grind them smooth and then used filler primer and wet sand..repeated until smooth. Then painted and cleared. Well worth it in my situation though

Your best bet is to find a powder coating shop, and pay them to sandblast the chrome off and then powder coat it. Cheap and easy!

Can you use a da sander on the upper part of the bumper I know on the bottom it wouldn't go so well but what about on the top???

I'd just paint the chrome part I heard that "powdercoat" is slightly off from your original color. I'd just just take it to a paint shop have them scuff it up, sand it down prep it to paint.

I'd leave the black valance just like how it is with the black lip and some fogs. to break up the colors real clean.

Does it all have to be sanded or can you just leave the texture on the bumper and cus that sounds like a huge PITA for a smooth bumper?

you dont have to sand it all the way down...... just scuff it up til its dull..... wash it and let it dry completely, get some bulldog and spray it, then get some primer, sand it smooth, and its ready to paint.

On mine I sanded over the chrome with 80 grit on a da sander one coat of acid wash primer, one coat of surface sealer and three coats of single stage gm black paint after over a year it has one small chip in it.
