more than likely your not going to get it painted and cut/buffed for 2k. cutting and buffing is a long labor intensive process which could prob. add another 1k onto your bill. if the shop is good enough you really wont even need it to be cut and buffed. when you go to get some estimates get them to give you somewhat of a tour of the shop and look at the equipment they use.

yeah also see how busy they are if they are not swamped than im sure they will come down in price, these things are not a set price.
