I'm pretty sure I'll have to pay shipping to get it back to him... means I'm out $60 and time wasted. Such a pain in the *****. I've tried to call a few times but no luck yet. I will talk to a body shop in the next few days about it.
At the absolute best I will be giving him a horrible review on Ebay... but who pays attention to one review? I just look at the overall percentage. It would be one thing if I could do any sort of body work... but I've never done it before.

I think he will cover the shipping, RMA is basically a pre-paid shipping label they email to you and you go drop it off at UPS/FedEx. It says that if you return it you have to pay for shipping. But that is defective....

Hopefully I can have him ship me one in better shape at no cost to me. I was having some body work done and I wanted to include this in that... Just really blows I need to deal with sending it back and more waiting at this point.

Have you asked your local body shop what they would charge you to skim it? Might not be that much, and maybe the seller would participate instead of paying to ship it back & refund you?
