Default Newb turbo related question

Not sure on the year of the truck, maybe late 90s ( yes its a ford! ) ? I know its a garret turbo on it, There is a line running from the turbo to the controller for the wastegate, is that using oil pressure instead of air on the wastegate? I have a turbonetics turbo for my gas motor truck, but the bung is in the end of the discharge on the turbo, where the one on the garret turbo on the trucks is considerably lower. Had a little electric arc incident that burned a whole through that actuator for the wastegate and oil came out of that actuator, wondering what that thing is. ( i didnt do it, and its not my truck, im just curious what that set up is ) thanks all!
