Yea V had a 15 pound bottle under the seat, now it's going behind my seat lol!

mine is mounted side to side under the passenger side bench. it fits.

the blowdown tube vents to outside the truck right? hard to see in your pic due to the lines

Yes, down through the floor to the outside, that is regulation. It may work but it's not suggested to mount the bottle sideways
