Default New from NY and a build question

Hey guys I’m new to pft, and entirely new to lowering trucks. I just bought a 99 rcsb 2wd and want to lower it somewhere around 3/5 maybe 4/6. I realize that without a c notched frame the rear will hit the frame on bumps, but I was wondering if modifying the frame (c notch) is illegal in NY. I assume it is not after doing some research but I am young and my dad doesn’t believe me, he won’t let me do it if I can’t prove it is not illegal. Thanks in advance, anyone with a 4/6 dropped rcsb 99-02 pictures and input on drivability would be greatly appreciated.

lol completely legal, and have a 00rcsb dropped
3/5 and c notched on the road in NYS. Trudge onward and good luck!
