Default Back with a Chevy, help identify my trans problems

Whats up, haven't been very active since i sold my old Chevy and bought a Lightning, but recently picked up an 03 Silverado Z71 with a 5.3 and 118k as a daily so i figured i'd reintroduce myself.

Got it pretty cheap but it's not perfect, going to need the rockers and corners done in the spring.

Gave it a tune up last weekend and the motor runs great but the trans shifts like ****. guessing the guy had a little tuner or something and screwed with the trans shifting, it feels like theres some serious drag a lot of the time. It's got some throttle body spacer, an air raid intake tube, and cats deleted with no check engine lights. The 1 - 2 is pretty firm but the 3 - 2 kickdown feels terrible like it's hunting for gears or the converter is locking when it shouldn't or something, i don't know much about trans though.

here's a video showing a kickdown, watch the tach how it flashes to 4k then jumps to 4500, then drops back down to 4k.
