Usually a twin screw or some giggle gas. There's a couple other ways, but that's the easiest. I doubt he ran an 11.5 with as little as you've listed. If he's still on the stock blower, it's gotta at least be ported and he'd need some cams, or like I said already, some giggle gas.

He is full of it

Two examples I know:
1. Kenne bell at 18# of boost, Kooks long tubes, 60# injectors, 255 fuel pumps, etc and he is on stock block runnin 11.5x's

2. 4# lower pulley, dyno tune, ported eaton, bassani full exhaust, 75 shot NX, also on stock block runnin 11.6x's

both with race fuel on race tunes and 28" Hoosier slicks

I'm kinda surprised a stock block could hold that kind of power.I figured low-mid 12s were about tops for a stock bottom end and still keep it reliable.

these trucks hold alot more than people give them credit for

Mark#2 on talon with the KB has been running this setup on his 2000 for over 3 years now

My buddy daniel took his L with NX 11.6's back in 2003, I recently had his truck while he was out of town and did some street racing with the NOS , still holding together with the 75 shot for 3 years now

Hell, I've got a 6# lower, 2.8 upper, ported Eaton and just about every bolt on installed, its my daily driver and I push it hard, the key is that Marks, Daniels, and myself all have widebands and do custom tuning, I'll never use a canned tune ever again, as long as you have the right air/fuel, you can go well above 500rwhp in these trucks, which the Kb and NX trucks are

I watched a red lightning with cams, Kenne bell, full exahust and all toher botl ons run like 11.7's this past weekend.

A buddy of mine has a L and he has ported eaton, intake, diablo tune, pulleys, exhaust, and E fan on nitto 555r runnin 12.9's. But Id say he had about .1-.2 left in his tune cause he was runnin on a **** tune(i I didnt understand somethin bout a mail order or somethin).

I don't have a laptop or the knowledge for a wideband so I stick w/ dyno tunes.Wouldn't a good dyno tune be sufficient for a KB/Whipple/NOS?Just have a somewhat conservative tune for winter/summer driving.
