How do I get the sludge out of head bolt holes?

2 roles of disposable shop towels wrapped up thinly and a couple hours, to get it respectably clean.

Weird, I always thought that the head bolts sealed up the holes.

when i put AFR heads on my 5k mile TBSS, there was quite a mess in the holes already.
