Does Cam overlap determine the Peak HP?

Does Cam overlap determine the Peak HP?
I was looking over my two dyno graphs on my truck and I was wondering if the overlap on a given cam determine where the peak HP falls in the RPM band?
For example:
220/220 .56X/.56X 114+4 -8* of overlap
the HP started to fall off at 5600ish, peak HP of 303
222/224 .56X/.56X 112+2 -1* of overlap
the HP started to drop off at 6300ish, peak HP of 316
For example:

I think there is more to it than overlap,but its also dependant on other supporting mods.One thing i have learned is....same cam same year model truck with same mods,one will make more power than the other.Ive also noticed that the older cams seem to make more power and are more dependable....just my 2 cents
