On the surface I agree with you. I'd wait to check things like the pick up ring, filter for shavings or pull the pan and a couple caps off before making a claim like that. But, maybe the building knows something we don't about the clearances.

I agree I wouldn't jump to conclusions without checking the obvious. Could be a lot simpler fix than bottom end work.
