I ran a very simple 408 in my DD for the past three years. Stock LS3 heads and intake with a 231/239 114+2 cam. That set up would easily meet your goals. But don't let the simplicity fool you. It will cost you the same, if not more, to build the 408 over a boosted 4.8L. And you will make a lot less power with the 408. At least if you blow the 4.8L, you can go buy another one for less than 500$. If you hurt the 408, it is most likely going to end up costing a lot of money to fix.
I just took the 408 out of my truck a few weeks ago because I spun a couple rod bearings. I went to the junkyard, bought a 4.8L and will be putting a turbo kit on it. I'm pretty much going the opposite way you want to go but I will be making a lot more power than you for less money... Food for thought
Check out my build thread in the project section. That might be a good read for you

What's up guys need a little help trying to make some power the the bolt ons on the 4.8 have gotten old and gotten me beat to many times now ready to step up with the big dogs and go fast. Here is my plan LQ4 408 because I want to stay N/A but I don't know where to go with the heads. Once I get a LQ4 and the rotating assembly I will be low on cash what should I do with stock heads to make about 400 HP heres my plan for the bottom end.
Lunati Forged 4" Crank Lunati 6.125" H-beam with ARP 2000 Rods.
Get comp cams to grind me somthing a little loopy and torquey and all the valvetrain goodies from them. But I have no idea on milling numbers or compression numbers I need help there. I almost forgot pistons I'm looking at Wiseco 4.03'' -3.0cc flat top from TSP

dude this site has gone turbo happy, though i'm fixing to turbo a 6.2 with a trick peformance level 5 turbo system in my 09 RCSB, you can make that power without going 408 and still stay NA, i pushed 440-480 wheel horsepower on a stock lq9 short block, i wouldnt bother with the cubes unless you wanna make somewhat power like above 500. then again its going to depend what you can tolerate as in cam, does it get old ? yes does it attract attention ? yes, i'm giving a turbo a go just cause lol i can.
my 408 consist of a lunati pro billet crank pro billet rods wiseco flat top pistons but to handle alot of nitrous and turn some serious RPM's, only thing i regret is i didnt go with diamond pistons like i had before.

I sold the heads and intake last week. I just have the shortblock now. My set up only made 435/400 on the dyno but that was literally the day I got it driving. After I tuned it, it was probably closer to 450rwhp with a lot of potential.

Make you a good deal on whipple supercharger. However I do like the 408 idea myself too after tearing up my 6.0l twice now with the supercharger. Livernois has great deal on complete 408 short block for $3500 which is the route I am going now
