When I had my old 04 Crew Cab Sierra 5.3 liter, with full bolt-ons, cam, LT's, etc......
I was running ASM Lt's, stock cats, single 3" with Dyomax Bullet, dumped. I also had a cutout on it, didn't have the electric, so had to manually plate it up.

Took it out to the track once, and ran it once with the cutout open, and then the next run with it closed. I actually gained just under 2 tenths in the 1/4 with the cutout open.
My 60' was worse, leaving me to believe that it hurts performance down low, but I was picking the loss from the 60' times up in the overall trap speed + some.
Stoplight to stoplight it definitely felt slower with the cutout open. This was several years ago, but just my 2 cents.

I was told that with the amount of nitrous I'm running I need to open it up... But I was wondering how much it would help before I spent the money ...

Out the hole none. Itd take big hp to make it worth while down low. You can have your truck set up where you launch and at the 60' u open it then spray it right after it opens
