recieved the el cheapo scanner the POS didn't power up. battery was 12.2VDC an there were wires connected to rear of OBD2 port.
I plugged into OBD2 port. then turned ignition to on nothing but black screen. scanner had over44K positive reviews.

And now we know the quality control of said unit.
Send it back and order a good scanner or go borrow one.
Not sure it's "the same", butt sure does look like mine. I use the Torque application on my Android phone, which cost about $5 at the time I got it. Works fine on all the cars I've tried it on including my truck and several other different vehicle mfrs.
Hopefully it's not something wrong with your OBD2 port.

12.2V is plenty
You can usually still connect with voltage down around 9volts.
Pin 16 is your power wire. Its orange. You need to check it to a good ground and verify you have voltage before condemning the device. If you have no power on Pin 16, The CIG LIT fuse is likely blown. It's showing it to be a 15 amp fuse in the under hood fuse block.

I will check power on pin 16 lower right then check that fuse an report back if scanner powers up.thanks for tip.
When I first got the H2 last summer I noticed the throttle body wiring was a bit sketchy but did have throttle control.
the Black to organe an a grey
Not even sure this is the correct TB?
All the wires colors from TB to harness match up except for the extra organe w/ blue tracer wire on the harness end the TB end doesn’t have this organe w/ blue tracer wire so connected a single grey w/ white tracer to this organe w/ blue tracer an have throttle controll.
I now have this organe w/ blue tracer wire connected to a single grey wire w/ white tracer an do have have throttle. image.
When I got the H2 this orange w/ blue tracer wire was connected to two grey wires an did have throttle. Image
Please explain the proper color code for throttle body wiring. thanks for advising
