Well I'm in the middle of installing PRC 650 Duals with retainers and seals the kit. Looks like my valve seals are not going down all the way on the stem. Or maybe this is how there just are?

 

That's just how it looks. Stock seals are part of the valve seat, so the LS1 style valve seals are going to look weird cause they don't go down all the way. Its normal.

 

 

Make sure its pressed on there pretty well. Looks like it might go down a little bit further. Otherwise you're fine. The valve seat is going to have some room to move between the head and seal but once you put the springs on they stay put.

 

That valve seal is not all the way down.

 

The inside of the seal has sholder about less than 1/4 in from the bottom. This is allowing the seal to not go down any farther.
I have tried to force it down. No luck.

 

Hammer & socket if you dont have the special tool. Be careful not to gouge the lip or spring of the seal. You want to be sure you're pressing on the outside metal shoulder of the seal to avoid damaging it. You're going to press it on until it bottoms out.

Find a friend that's done valve seals on an old chevy small block. Same process. Just remember to put the valvespring shims down before you press on the new seal.

But I'm going to do what AK said, socket method, I do not have the special tool. I will post up when I'm done later this week when I get back home.
