I was thinking of building a 440ci with a dart ls next block here in Utah we don't have a sniffer for 98+ they just plug in to the obd2 port and check readiness codes etc

 

As long as the readiness indicators are green, they shouldn't care about anything else other than cat converters.

Georgia is the same way.

If they don't put you on the rollers, you could have a 4cyl in there. As long as the readiness indicators are green, no one should care.

Now, in Georgia, we're allowed for 1 indicator to be in a not-ready status.

 

Some states also have to pass a visual inspection as well to make sure the proper equipment is in place. more than just the cats.

 

Id probably put a 355lph fuel pump bigger injectors and use the stock 6.0 intake or a fast lsx intake to make it look stock and keep all the egr stuff

 

EGR won't make a difference. What inspectors are looking for are cat converters and codes. Was it registered and passing emissions before the engine swap? If so, they'll just plug it in to check for codes, perhaps stick a mirror under the door to get a visual on cats and let you be on your way. If you've recently registered the car and are bringing it in for its first emissions inspection, then they may put a sniffer on the tailpipe(s). From what my most recent inspector told me, is that even high flow cats should pass the sniffer test.

 

Catalytic converters are depending on the state. Such as CA. If the cats were replaced or look to have been altered, they will look for the part number to see if they are emissions compliant for that specific vehicle.

I have seen cars not pass due to the number not being visible, such as they were welded on upside down. As well as not being correct for the application they were installed on.
