windshield wipers won't turn off

What year? The OBS have a board in the motor that can be bought at Autozone and will fix it. Otherwise replace the motor.

Pulling the fuse would be cheaper. When it starts raining, put it back in.

Not a good permanent fix, inconvenent and eventually the tabs that the fuse plugs into will spread out...
