he's running 3.73s and at the track he's tried 26s, 27s e/t streets, and even 28" hoosiers...and tire size in the fronts are 285/40/17

What are his cam specs?? Race him from a dig on the street and see what happens. If he beats you guys from a dig on the streets and runs slower in the 1/4 than you guys at the track that would be weird.
Sometimes I think I get better traction on the street than on the strip. If I mash it from a dig on the road I might bark the tires but usually just hook up and go, at the track I know I spin here and there. The only explanation I can think of is asphalt is rough and easier to bite for street tires than the slick track with rubber layed everywere...who knows
Either way his 60's are way off compared to his ET's, are you sure he's hooking good at the track?? Let him borrow a set of slicks for the track maybe.

+1 It is all about gearing. Driver mod? Does he know how to launch the truck off the line? Maybe he just needs to learn how to drive the truck. Don't take that personal, but it was what came to mind. It sounds like the truck is running good.

that's definitely not it bro...that truck has been ran by many drivers at the track already, all very experienced drivers and none have been able to make it run better.
